Frequency regulation and congestion management by Virtual Storage Plants

The potential role of energy storage as flexible resource to help meet the challenging and environmental targets is well recognized. It can provide both steady-state dynamic support power networks. A Virtual Storage Plant (VSP) an aggregation heterogeneous units that act a single device system-level support. This paper introduces innovative scalable hierarchical control framework for optimal coordination large number distributed devices through VSPs frequency regulation congestion management in multi-area proposed approach combines optimization consensus-based control. At lower level, designed track setpoints maintain balanced state-of-charge among units. facilitates modeling at higher where applied achieve cross-regional multiple deliver interconnected systems, while avoiding congested flows over tie lines. assessed on realistic case study implemented by using MATLAB high-fidelity system simulator DigSILENT. IEEE 39 Bus real regional network South-East Europe are considered study. simulation results demonstrate promising performance effectiveness VSP promoting large-scale integration.
